President Bola Ahmed Tinubu commenced his diplomatic mission at the Tokyo International Conference on African Development (TICAD9) on Tuesday, August 20, 2025, joining fellow African leaders at the Pacifico Yokohama convention center in Japan for three days of high-level discussions.
The Nigerian leader’s participation marks a strategic effort to strengthen economic partnerships and attract critical investments to Africa’s largest economy.
The summit, organized by the Japanese government in collaboration with the United Nations, African Union Commission, and World Bank, represents Japan’s flagship platform for African engagement. This ninth edition follows the established triennial rotation between Japan and African host nations, with Tunisia having staged the previous gathering in August 2022.
President Tinubu’s agenda centers on the summit’s theme of co-creating innovative solutions for Africa’s development challenges.
His schedule includes bilateral negotiations with Japanese business leaders whose companies currently operate in Nigeria, focusing on enhancing existing investments and exploring new opportunities.
These face-to-face meetings aim to translate the conference’s broad objectives into concrete economic benefits for Nigeria.
The Nigerian delegation’s priorities align with the summit’s three core discussion pillars: driving economic transformation through improved business environments, fostering resilient societies through human security initiatives, and strengthening peace-building mechanisms across the continent.
As Africa’s most populous nation and leading economic power, Nigeria’s engagement carries particular significance for the summit’s outcomes.
Security and protocol teams ensured the President’s smooth arrival at Tokyo’s Haneda International Airport in the early hours of Tuesday morning, where Ambassador Hideo Matsubara, Japan’s airport liaison for TICAD, formally welcomed the Nigerian delegation. Foreign Minister Yusuf Tuggar and Nigerian embassy officials joined in receiving the presidential party upon their 00:50 AM local time touchdown.
TICAD9’s structured programming allows participating nations to showcase development priorities while networking with international partners. For President Tinubu’s administration, the event provides a timely platform to address Nigeria’s pressing economic needs following recent reforms. The summit’s emphasis on private sector-led solutions particularly resonates with Nigeria’s current drive to attract foreign direct investment.
The conference ends on August 22 with expected outcome declarations that will shape Japan-Africa cooperation through 2028. Nigeria’s active participation positions the country to influence these resolutions while securing bilateral commitments that could accelerate domestic infrastructure projects and technological advancement.
