The Dangote Refinery has formally committed to supplying the nation with 1.5 billion litres of Premium Motor Spirit (PMS) every month, in a bid to secure domestic fuel security and end years of scarcity and import dependency.
The commitment was made in a letter dated 30th November 2025, written by the refinery’s Chief Executive Officer, David Bird, to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
According to the letter obtained by this medium, the refinery is prepared to commence supplies from December 2025, with an initial output of 50 million litres per day throughout December and January.
The supply is then scheduled to increase to 1.7 billion litres per month (57 million litres/day) from February 2026 onwards.
To ensure public confidence and full transparency, the refinery has made the extraordinary offer to publish its daily production and stock volumes in both online and print media.

Furthermore, Dangote has invited officials from the NMDPRA to be stationed onsite at the refinery from 1st December to independently validate and publish the daily supply figures.
However, the letter also highlighted significant operational challenges that the refinery contends are hampering its efficiency. Mr Bird appealed for the “full support” of the NMDPRA to resolve two key issues: ensuring the “unhindered” importation of crude oil, feedstocks, and blending components, and streamlining the clearance process for vessels lifting refined products.
“We continue to experience delays in vessel clearance which impacts not only the refinery operations but also our customers, adding unnecessary costs and inefficiencies,” the CEO stated.
The plea for regulatory cooperation is framed within the broader context of national interest. The letter urges the authority to allow the ‘”Nigeria First” policy to work to the benefits of all Nigerians’, positioning the refinery’s success as synonymous with the country’s fuel security and economic abundance.
The letter was copied to the company’s technical sub-committee directors, including its renowned Chairman, Alhaji Aliko Dangote.
