Borno State Governor, Prof. Babagana Zulum, has approved the immediate commencement of direct monthly statutory allocations to all 27 local government councils in the state.
The announcement was made on Thursday by the Acting Governor, Dr. Umar Usman Kadafur, during the swearing-in ceremony of newly elected council chairmen in Maiduguri.
Kadafur stated that the directive aligns with the recent Supreme Court judgement on local government financial autonomy and follows President Bola Tinubu’s December 2025 order for full compliance with constitutional provisions.
“This step is to empower grassroots administration by eliminating bureaucratic bottlenecks and ensuring councils have direct access to funds for development,” Kadafur explained.
He emphasised Governor Zulum’s commitment to transparency, noting that allocations will be publicly disclosed to promote accountability. The acting governor urged the newly inaugurated chairmen to prioritise service delivery, judicious use of funds, staff welfare, and timely payment of salaries.
The ceremony was attended by prominent figures including Senator Mohammed Tahir Monguno, Senator Kaka Shehu Lawan, APC State Chairman Bello Ayuba, former deputy governors, and other senior government and party officials.
