Kano State Governor, Abba Yusuf, will on Monday, September 8, 2025, inaugurate the newly reconstituted Shuurah Council at the Government House, Kano.
Announcing the development, the state Commissioner for Information and Internal Affairs, Ibrahim Waiya, said the council is designed to strengthen participatory governance, inclusiveness, and transparency in decision-making.
โThe establishment of the Shuurah Council represents a significant step in strengthening participatory governance, inclusiveness, and transparency in decision-making,โ Waiya stated in a press release on Tuesday.
The Shuurah Council, which will serve as an advisory body to the state government, is tasked with providing informed guidance on policy formulation and programme implementation to advance Governor Yusufโs transformation agenda and foster sustainable development.
According to Waiya, the council draws membership from respected personalities across various stakeholder groups to ensure balanced representation of Kanoโs diverse social, cultural, and political constituencies.
The governor, who has repeatedly positioned himself as a proponent of people-oriented governance, is expected to use the inauguration to set out the councilโs objectives and mandate, while also reaffirming his administrationโs commitment to accountability, equity, and citizen participation.
โAll members of the Council, as well as invited guests, are enjoined to attend the event as the Kano State Government takes another important stride in consolidating the democratic ideals of citizensโ participation in governance and strengthening institutions for enhanced service delivery,โ Waiya added.
Background
This reconstitution of the Shuurah Council comes against the backdrop of Kanoโs evolving political climate. Under previous administrations, the council was criticised for being symbolic rather than functional, with limited impact on policy-making. However, Governor Yusuf has repeatedly pledged to revive and reposition the council as a true platform for civic engagement and checks on executive power.
Earlier this year, Yusuf faced political battles over his reform agenda, particularly in the education and health sectors, where citizens demanded greater accountability. Observers note that by reinvigorating the Shuurah Council, the governor aims to institutionalise citizen input and reassure stakeholders that inclusiveness will not remain a campaign slogan but translate into practical governance structures.
The council also has historical significance in Kanoโs governance model. Rooted in traditional consultative systems, it was originally designed to reflect Islamic principles of shura (consultation), ensuring that rulers and policymakers remained accountable to the people. Its revival in recent years is seen as both a political and cultural strategy to balance modern democratic structures with traditional values of collective decision-making.
With Yusuf set to unveil the council on Monday, many residents and political watchers will be keenly observing whether the body will operate as a genuine advisory institution or remain a ceremonial gathering with little impact on governance.
