With the 2027 presidential campaign officially getting underway last week, President Bola Ahmed Tinubu appears to hold a commanding political edgeโ€”at least on the surface.
The All Progressives Congress (APC) now controls 31 states, with three opposition states, including, Anambra, Abia and Osun reportedly aligning with President Tinubu. This represents the most extensive gubernatorial dominance any ruling party has enjoyed in Nigeria’s Fourth Republic.

Governor Ademola Adeleke, now an opposition Governor who has since publicly endorsed Tinubu, secured re-election despite the APC’s overwhelming numerical advantage and the deployment of substantial federal resources against him. This outcome has punctured the assumption that gubernatorial control guarantees electoral outcomes.

The central question now is not whether Tinubu has built a formidable structural advantage, but whether this dominance can withstand the weight of public dissatisfaction, economic hardship, and a fragmented but resilient opposition.

This analysis examines the strategic significance of the APC’s gubernatorial advantage, the limits of structural power, the economic headwinds facing the administration, and the evolving opposition landscape as the 2027 campaign unfolds.

2027: Atiku Says Tinubu Dodging Campaign Because He Can’t Defend His Record

As Nigeria’s 2027 presidential election campaign formally commenced last week, President Bola Ahmed Tinubu entered the race with what appears, on the surface, to be an unassailable political advantage.

The Anatomy of the APC’s Gubernatorial Dominance

The Governors and Their Regional Distribution

The APC’s gubernatorial advantage is both quantitative and qualitative. Across Nigeria’s six geopolitical zones, the party has established control over state houses in every region except the South-East, where it holds only three of five states. The distribution reveals strategic strengths and potential vulnerabilities.

In the North-Central zone, the APC holds Benue, Kogi, Kwara, Nasarawa, Niger, and Plateauโ€”six states that form a vital corridor between the North and South. Governor Hyacinth Alia of Benue, Ahmed Usman Ododo of Kogi, AbdulRahman AbdulRazaq of Kwara, Abdullahi Sule of Nasarawa, Mohammed Umar Bago of Niger, and Caleb Mutfwang of Plateau represent a mix of experienced politicians and relatively new faces.

The North-East presents an interesting picture. With Borno’s Babagana Umara Zulum, Gombe’s Muhammad Inuwa Yahaya, Taraba’s Agbu Kefas, Yobe’s Mai Mala Buni, and now Adamawa’s Ahmadu Fintiri firmly in the APC camp, the party controls five of the zone’s six states. Bauchi, however, has moved to the APM under Governor Bala Mohammed, though there are speculations that he may still work in favour of the APC.

The North-West is the APC’s strongest region, with seven states under its control. Jigawa’s Umar Namadi, Kaduna’s Uba Sani, Kano’s Abba Kabir Yusuf, Katsina’s Dikko Umar Radda, Kebbi’s Nasir Idris, Sokoto’s Ahmad Aliyu, and Zamfara’s Dauda Lawal form a formidable northern bloc that delivers the bulk of the party’s electoral votes.

The South-South presents an intriguing picture. Despite the region’s historical opposition to the APC, the party now controls Akwa Ibom (Umo Eno), Bayelsa (Douye Diri), Cross River (Bassey Otu), Delta (Sheriff Oborevwori), Edo (Monday Okpebholo), and Rivers (Siminalayi Fubara). This represents a significant political realignment in a region traditionally dominated by the PDP.

The South-East remains the APC’s weakest region, with only Ebonyi’s Francis Nwifuru, Enugu’s Peter Mbah, and Imo’s Hope Uzodinma in the party’s column. Abia and Anambra remain under opposition control, with Labour Party’s Alex Otti and APGA’s Charles Soludo respectively, who also President Tinubu’s allies and have endorsed his reelection.

In the South-West, the APC controls Ekiti (Biodun Oyebanji), Lagos (Babajide Sanwo-Olu), Ogun (Dapo Abiodun), and Ondo (Lucky Aiyedatiwa). Oyo has moved to the APM under Governor Seyi Makinde, while Osun remains under Accord Party control with Governor Ademola Adeleke, who has also pledged his support for Tinubu.

The Northern Calculus: Why 18 Governors Matter

The APC’s northern governors hold particular strategic significance for Tinubu’s re-election bid. Public affairs analyst Jide Ogunsanwo has offered a compelling breakdown of this dynamic. Of the 32 APC governors, 18 are from northern Nigeria, and this regional weighting has profound implications for Tinubu’s electoral calculus.

Ogunsanwo’s analysis draws on data from the 2023 presidential election. The 13 southern APC-governed states delivered approximately 2.4 million votes to Tinubu, while the 18 northern APC-governed states delivered 5.4 million votes. This disparity reflects the North’s larger population and higher voter turnout, making it the decisive electoral battleground.

The implication is that Tinubu’s fate in 2027 will be determined less by his performance in the South and more by his ability to maintain support among northern governors and their constituencies. These governors control the party machinery in their states, influence delegate selection, and shape grassroots mobilisation efforts. Their loyalty is therefore not merely symbolic but essential to the President’s re-election prospects.

The Limitations of Gubernatorial Power

Yet the assumption that governors can simply “deliver” their states for presidential candidates has been repeatedly disproven in Nigerian electoral history. The 2023 election offered compelling evidence that governors matter but are not kingmakers.

Tinubu lost in Katsina, Lagos, Kaduna, Adamawa, Imo, and Kano States in the 2023 presidential poll, despite the APC having sitting governors in those states. Peter Obi won states like Delta, Edo, and Plateauโ€”all controlled by opposition governors at the time. Rabiu Musa Kwankwaso swept Kano with over a million votes, despite the APC being in power there. Atiku Abubakar won Kaduna State and other states controlled by the APC.

These examples demonstrate that governors cannot always deliver their states for presidential candidates. The rise of independent voter sentiment, the influence of regional coalitions, and the unpredictability of presidential elections all reduce the impact of gubernatorial control.

Political analysts note that while governors provide organisational infrastructure, the ultimate decision rests with voters who may be motivated by factors beyond party loyalty.

The Opposition Governors: Strategic Endorsements and Their Implications

Perhaps the most fascinating development ahead of 2027 is the public positioning of opposition governors who have declared support for Tinubu’s re-election. These endorsements reflect the strategic calculations driving Nigerian politics, where ideological alignment often takes a backseat to pragmatic considerations of federal access and resource allocation.

Governor Ademola Adeleke: The Pragmatic Incumbent

Governor Ademola Adeleke’s political manoeuvring has been particularly instructive. Within days of securing re-election in Osun State, he met with President Tinubu and subsequently with FCT Minister Nyesom Wike. Adeleke has publicly endorsed Tinubu for a second term, a move that has generated significant political commentary.

Adeleke’s campaign spokesperson, Pelumi Olajengbesi, defended this endorsement by arguing that President Tinubu has turned the economy around and ensured that state governments receive funds to implement projects. However, the spokesperson also insisted that Tinubu did not provide any support to Adeleke during the Osun election, framing Adeleke’s victory as a reflection of the people’s desire rather than federal backing.

Political commentators have warned against misreading these engagements. Nyesom Wike has publicly claimed Adeleke as part of his political camp, while Adeleke’s team has characterised his engagement with Tinubu as a courtesy rather than a political defection. One columnist cautioned that it would be dangerous for President Tinubu and APC leaders to assume that Adeleke’s public gesture equals automatic support from Osun’s 3.4 million people. The photograph of Adeleke with Tinubu was deft and smartโ€”an act of self-preservation rather than a defection or an endorsement of the APC by Osun voters.

This ambiguity reflects the delicate balancing act that opposition governors must perform. Endorsing a sitting president can secure federal support and protect state interests, but it risks alienating the local support base that elected them.

Governor Charles Soludo: The Bold Declarant

Governor Charles Soludo has taken a more unequivocal stance. At a rally in Ebonyi State alongside Governor Francis Nwifuru, Soludo urged Ndi Igbo to move from the politics of protest to the politics of progress and prosperity. His message was direct: the time has come for unity, and Nigerians must stop wasting their votes on protest politics.

Soludo’s endorsement has been praised by the Abia State APC, which described it as demonstrating “political courage, honesty and consistency.” The party contrasted Soludo’s openness with what it characterised as Governor Alex Otti’s ambiguity, calling on Otti to follow Soludo’s example and publicly declare support for Tinubu’s re-election.

Governor Alex Otti: The Ambiguous Position

Governor Alex Otti’s position remains the most ambiguous among the opposition governors. While Otti has stated that he is not in a position to oppose President Tinubu’s candidacy, he has stopped short of a full public endorsement. This careful positioning reflects Otti’s desire to maintain support from the “Obidient Movement”โ€”the grassroots coalition that propelled Peter Obi’s 2023 presidential campaignโ€”while simultaneously fostering a cordial relationship with the Tinubu administration.

The Abia State APC has publicly called on Otti to openly declare his allegiance, accusing him of trying to have it both ways. The party argues that Otti should be bold enough to publicly declare that President Tinubu is doing well, support his re-election, and tell his supporters to back Tinubu’s re-election bid if he genuinely believes in the project. This pressure reflects the broader political calculation that opposition governors who want federal support must eventually pick a side.

The Coalition Chessboard: Building Alliances for 2027

The Battle for Political Alliances

The formal campaign season has begun, and the defining question may not be party affiliation but coalition-building. Both sides are engaged in constructing alliances that transcend traditional party labels.

The opposition is attempting to build a coalition to defeat Tinubu, with the G-100 political pressure group urging opposition leaders to unite behind a single candidate. However, the camps of both Atiku Abubakar and Peter Obi have rejected this push, indicating that neither appears prepared to surrender its presidential ambition. This fragmentation may ultimately benefit Tinubu by splitting the opposition vote.

Tinubu’s allies, meanwhile, are trying to build a coalition to make defeating him much harder. FCT Minister Nyesom Wike has described a “massive Rainbow Coalition” emerging in support of the President’s re-election, incorporating opposition figures like Adeleke and Soludo who have declared their support.

The symmetry is striking: 2027 may be won by whoever constructs the most effective political alliance, with traditional party labels becoming less important than the personalities, structures, and interests assembled behind each presidential candidate.

The Osun Warning: Three Lessons for 2027

The Osun election offers three lessons for the 2027 presidential contest:

Service delivery matters. Adeleke’s victory was built on a service-delivery pitch: new roads, a minimum wage increase, and continued salary payments to local government workers even after the Federal Government’s seizure of Osun’s LG allocations. Osun workers who could easily have gone unpaid for months instead kept receiving salaries, and they remembered who made that possible on election day. This suggests that voters reward demonstrable governance over raw political muscle.

Money and federal might cannot always overcome voter sentiment. Despite what observers described as federal pressure and substantial campaign spending, Osun voters rejected the APC. The federal government’s power to influence elections has limits, particularly when voters are motivated by tangible grievances.

Incumbency, used well, remains powerful. The lesson for 2027 is that incumbency, used well, is still the most powerful campaign tool in Nigerian politics. Osun suggests that voters are still capable of rewarding demonstrable governance over raw political muscle. This principle applies equally at the federal level: Tinubu’s chances in 2027 will depend significantly on whether voters perceive his administration as delivering tangible benefits.

The Economy as Battlefield

The Cost of Reform

The most significant challenge facing Tinubu’s re-election bid may not be the opposition but the state of the Nigerian economy. Tinubu’s ambitious economic reformsโ€”including devaluing the naira and removing the costly decades-long fuel subsidyโ€”have triggered a cost-of-living crisis that has earned him the nickname “T-Pain” among many Nigerians struggling with spiking consumer prices.

The opposition has seized on this economic hardship. Atiku Abubakar, the presidential candidate of the African Democratic Congress, has pledged to restore fuel subsidy if elected. His camp argues that a “targeted, capped, budgeted, time-bound and independently audited” intervention would be fundamentally different from the previous subsidy regime.

The Presidency has pushed back fiercely. Special Adviser Sunday Dare described Atiku’s proposal as “soaked inside hypocrisy and deceit” and “unpardonable manipulation of public psyche.”

However, energy experts have warned against restoring the old subsidy regime, arguing instead that the debate should focus on ensuring that the resources saved from its removal are used to improve the welfare of Nigerians.

Economic Grievances and Electoral Behaviour

The Osun election demonstrated that economic grievances drive voter behaviour. Adeleke’s victory was described by some observers as a referendum against hardship and a federal government that speaks in statistics while Nigerians speak in empty pots. The emergence of vote-buying as a significant issue also reflects the desperation of voters facing economic hardship.

Auwal Rafsanjani, Executive Director of CISLAC, warned that voters should not mortgage their mandate for small cash payments. He argued that accepting โ‚ฆ5,000 or โ‚ฆ10,000 to vote for a particular candidate means accepting four more years of bad governance, suggesting that voters should prioritise long-term welfare over short-term inducements.

The opposition, meanwhile, has something the APC cannot manufacture: public dissatisfaction. Economic hardship and insecurity remain major concerns for many Nigerians. But dissatisfaction with an incumbent is not the same thing as support for an alternative. That distinction may ultimately decide 2027.

What Difference Does It Make?

The 32 governors give President Tinubu a structural advantage that no opposition candidate can match. They control party machinery, influence local campaign structures, and provide the organisational backbone for a national campaign. The northern governors, in particular, are critical to Tinubu’s fate, given the region’s electoral weight.

However, several factors complicate this picture:

First, historical precedent shows that governors cannot always deliver their states. Tinubu lost in APC-governed states in 2023, and the Osun election has reaffirmed that voters can and do defy gubernatorial influence. Political dominance creates advantage. It does not eliminate voter choice.

Second, the economy is a powerful headwind. The “T-Pain” nickname reflects genuine hardship, and opposition figures have seized on the cost-of-living crisis. If economic conditions do not improve, Tinubu may face the same fate as incumbents who were rejected by voters despite having structural advantages.

Third, the opposition remains competitive despite its fragmentation. While Adeleke, Soludo, and potentially Otti have aligned with Tinubu, the broader oppositionโ€”including figures like Atiku Abubakar and Peter Obiโ€”continues to command substantial support bases. If the opposition can overcome its fragmentation, it could present a formidable challenge.

The defining question of 2027 may be whether Tinubu’s structural advantagesโ€”32 governors plus, control over party machinery, and the resources of incumbencyโ€”can overcome the voter sentiment that has been shaped by economic hardship and the examples of Osun and previous elections.

The governors give Tinubu the engine room. But as 2015, 2023, and Osun 2026 have shown, elections are ultimately won by the peopleโ€”and the people have a way of surprising the political establishment. The question is not whether Tinubu has built an unassailable coalition, but whether this structural dominance can withstand the weight of public dissatisfaction and economic hardship as the 2027 campaign unfolds.
