…New OHOPRS framework to overhaul social protection system

The Federal Government is set to unveil a $1 billion Renewed Hope Social Protection Programme aimed at cushioning the impact of economic hardship on poor and vulnerable Nigerians, Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro, has disclosed.
The minister, in a statement issued yesterday, said Senator Oluremi Tinubu will formally unveil the initiative, which marks a renewed commitment by the administration to strengthening the country’s social protection system and improving the livelihoods of vulnerable households.
According to Doro, the new approach will focus on ensuring that government interventions go beyond immediate relief to produce sustainable improvements in the lives and livelihoods of beneficiaries.
Emergency Cash Transfers for 7.6m Households
As part of the planned rollout, the government is set to launch an Emergency Cash Transfer initiative targeting 7.6 million vulnerable households, providing immediate financial support to families affected by socio-economic shocks.
The minister said the initiative is part of efforts to create a more coordinated and responsive social protection system capable of addressing the immediate needs of vulnerable Nigerians while helping beneficiaries move towards sustainable livelihoods.
Doro disclosed that the programme would also introduce the One Humanitarian One Poverty Response System (OHOPRS) as an integrated national framework linking humanitarian response, social protection, poverty reduction, economic inclusion and graduation.
Under the framework, the household will serve as the central unit for intervention, coordination and measurement of outcomes—a move aimed at eliminating duplication and ensuring government resources deliver measurable impact.
The minister emphasised that the government is repositioning its social protection architecture to improve coordination among humanitarian response, poverty reduction and economic inclusion programmes, with a sharp focus on measurable outcomes for beneficiaries.
“The Renewed Hope Social Protection Programme represents a significant step towards a more coordinated, responsive and results-oriented social protection system that places vulnerable Nigerians at the centre of national development efforts,” Doro said.
